For the second consecutive year, Penang has beaten all other states in becoming Malaysia's most liveable city, according to Lim Guan Eng, Penang Chief Minister.

Furthermore, Penang has retained its position as the eighth most liveable city in Asia, while KL went down from ninth to the 10th spot, based on the annual ECA International Location Ratings research.

"We should feel proud - for the first time in history, we are number one in Malaysia for two years running. It's not a fluke, it's a fact," said Lim.

The ranking was based on criteria which included quality of living, isolation, social network, climate, health services, political tensions, leisure facilities and infrastructure.

Singapore remained on the top spot as the most liveable city both in Asia and in the world. The other cities among Asia's most liveable were Kobe, Japan, Hong Kong, Tokyo and Yokohama (tied at fourth), Taipei and Macau.

Seoul, which was ranked as the 10th most liveable city in Asia last year, also edged Kuala Lumpur to tie with George Town this year.

The ranking was carried out by ECA International, an international consulting firm that specialises in providing and developing solutions for the assignment and management of employees globally.
